我国跨界水污染治理的体制矛盾及其协商解决

跨界水污染问题具有危害大，影响范围广，难治理，易反复，易诱发跨界水事纠纷等特点，是目前我国各区域政府有关机构一直头痛的问题．文章分析了我国跨界水污染发生的系统性和我国跨界水污染治理机制的运行特征，深入剖析了我国跨界水污染治理体制的内部矛盾，提出建立基于多层协商的跨界水污染综合治理对策．

The system contradiction on transboundary water pollution controlling in China and its consultation solution

The problem of transboundary water pollution, which does vast harms and affects extensively, is difficult to be controlled and tends to relapse. Since it is apt to induce water disputes in boundary areas, it is continuously bothering the local government departments in our country at present. This paper analyzes the systematic characteristics of the transboundary water pollution, as well as the operative characteristics of its administrative mechanism in China, thoroughly probes into the internal contradictions in the administrative system, and further proposes a comprehensive way based on the multilayered consultation to control the boundary water pollution.
