| 摘 要： | 法治是现代政府的基本德性,它型塑政府的品格和程式,镶定了现代世俗社会人们的办事理念和控权模式。法治政府不是单一结构的存在,也非形式意义上的程序原则,而是集合观念、实体、形式和程序四个层面或构成要件的复合体。

| Abstract: | The rule of law is the basic character of modern government,it shapes characters and programs of the government,sets people＇s idea and control mode in the modern secular society.Government under the rule of law is not the existence of single structure,and isn＇t also the form sense of the process principle,but a collection of ideas,entity,form and application of four level or complex constitutive requirements. |
