The paper reviews the evolution of Interactive Management, later referred to as Structured Democratic Dialogue, starting from the early 1970s up to this date. The authors propose a generational classification scheme consisting of five periods based primarily on whether some or all stages of the process were implemented synchronously or asynchronously and whether the participants' presence was physical, virtual or hybrid. Other aspects such as modifications in the steps of the process; the evolution of the software; domains of applications; file management; methods of collecting or recording contributions, votes, clarifications and preparation of reports; and key players are also considered and reported within the context of the primary scheme. The paper considers key advances achieved at each generational stage in terms of process or software, discusses associated challenges and concludes with a view towards the future of the emerging fifth generation. 相似文献

Increased complexity has been recognized as a dominant characteristic of public–private partnerships (PPPs). In this article, we review system dynamics (SD) approaches to the PPP field because SD modelling can support the policymaking process in systems with increased structural and functional complexity. Although papers published in journals and conferences have documented SD approaches to PPP problems, there appears to be a lack of systematically reviewing what they have already provided. The objectives are to compare the findings of the studies to provide insights for directing further PPP research with the use of SD. To achieve the review objectives, we categorize the papers by the problem topic raised and provide a summary of particular insights. Problem topics include construction risk assessment, risk allocation, project financing, performance of infrastructure, demand forecast, procurement strategies, and strategic policy at national levels. This paper is a case study of a major System Dynamics (SD) intervention in policy design in the Australian Taxation Office. The project, which lasted two years, tested a number of hypotheses regarding the application of Stafford Beer's Viable Systems Model (VSM) to the structure and process of the project. The reductionist/holist debate is highly polarised. I propose an intermediate position of pragmatic holism. It derives from two claims: firstly, that irrespective of whether all natural systems are theoretically reducible, for many systems it is utterly impractical to attempt such a reduction, and secondly, that regardless of whether irreducible 'wholes exist, it is vain to try and prove this. The translation of a mathematical model into a numerical one employs various modifications in order to make the model accessible for computation. Such modifications include discretizations, approximations, heuristic assumptions, and other methods. The paper investigates the divergent styles of mathematical and numerical models in the case of a specific piece of code in a current atmospheric model. Cognizance of these modifications means that the question of the role and function of scientific models has to be reworked. Neither are numerical models pure intermediaries between theory and data, nor are they autonomous tools of inquiry. Instead, theory and data are transformed into a new symbolic form of research due to the fact that computation has become an essential requirement for every scientific practice.
