| 摘 要： | 自2018年以来，美国对中国采取的技术封锁与遏制，揭示了中国在关键核心技术领域自立自强能力不足的困境。国内发展需求和国外竞争局势都要求构建新型的科技举国体制服务于关键核心技术的突破。本研究对新型科技举国体制的概念进行了探讨，然后梳理国外科技举国体制的模式及其演变。在总结国外科技举国体制经验的基础上，构建中国突破关键核心技术的新型科技举国体制模式，并提出相关的政策建议。

| Abstract: | Since 2018, the comprehensive technological blockade and containment strategy adopted by the United States against China has revealed the dilemma of China''s lack of independent self-improvement capabilities in key core technological innovation areas. Both the domestic development needs and the foreign competition situation require the establishment of a new national science and technology system to serve the breakthrough of key core technologies. This article first discusses the concept of the new national science and technology system, and then sorts out the model and evolution of the foreign science and technology national system and summarizes foreign countries. Based on the experience of the nationwide science and technology system, build a new nationwide system model for China to break through key core technologies, and put forward relevant policy recommendations. |
