Innovation is the fundamental Power of Economic Development, is a headspring of technological Progress. However, Innovation has met with resistance for centuries. Most of the innovations are restricted and refused, this is not new. The article research apparent reason and deep mechanism. We think, adopting new technology is a Non-market game. There are some countermeasures to avoid resistance: open freedom economy, good political system, path-creation, and broaden the scientific cognition foundation.
