Basing on calculation of the amount of industrial carbon emission in China, this paper analyzes industrial carbon emission and its’ factors by using the grey slope-correlation model on the perspective of environmental regulation, and calculates the degrees of grey slope-correlation .The study shows that technological innovation,recycle economy and environmental regulation have greater impact on carbon emission. The degrees of grey slope-correlation are all more than 80%. So the paper proposes as follows: strengthening technological innovation, promoting optimization and upgrading of industrial structure, developing recycle economy and improving environmental regulation polices, and so on.
