According to the meaning of circular economy and reduction, reuse and recycle principles, this paper has constructed the evaluation indicator system for city recycling economic.The combined weight of gray relational analysis model has made by the fuzzy AHP method, entropy method and grey relational analysis. Finally, the evaluation of the development of some city’s circular economy from 2001 to 2011 was made.
